Hide byte code in backtraces (Bug#6991)

* lisp/emacs-lisp/debug.el (debugger-print-function): New defcustom,
defaulting to `cl-print'.
(debugger-insert-backtrace, debugger-setup-buffer): Use it instead of
`prin1'.
* etc/NEWS: Announce it.
